Total Quality Management and its Impact on Entrepreneurial Strategy: Mediating Role of Environmental Management Systems: An Exploratory Study of Opinions of a Sample of Directors of Iraqi Ministry of Electricity

Research aimed to test impact of Total Quality Management through its Dimensions (Commitment of Top Management, Continuous Improvement, Training and Development, Focus on Customer, Making Decisions Based on Facts, Employee Participation) on Entrepreneurial strategy and its Dimensions (Innovation, Proactiveness, Risk Taking, Communication) by Mediating Environmental Management system through their dimensions (Environmental Policy, Environmental Planning, Implementation and Operation, Corrective Inspection, Administrative Review) in the Ministry of Electricity, to be the subject of the study in the city of Baghdad and to provide a number of recommendations that could contribute to improving its Entrepreneurial strategy, and based on the importance of the thesis to society. The Ministry and the sample adopted the descriptive analytical approach, adopting a questionnaire in collecting data, targeting a sample of the leaders of the Ministry of Electricity (undersecretary, general director, assistant general director, expert, division director, advisor), and the study population reached 125), while the sample was Study (111). The thesis sought to test four hypotheses related to the influence relationships between its variables. It used ready-made statistical programs (SPSS v.28, SMART PLS v.4) to process the data. It reached a set of results, the most important of which was that the leaders of the Ministry of Electricity were able to From employing comprehensive quality management indirectly through the environmental management system to improve Entrepreneurial strategy and through total mediation, as it was able to adopt environmental policy as a dimension that improves Entrepreneurial strategy and through total mediation, entrepreneurial of the Ministry of Electricity employed the environmental management system to improve the strategic entrepreneurial that it faces during its work, relying on this . On environmental policy and environmental planning, as well as investing in environmental policy in improving creativity and communication, and adopting environmental planning to improve Proactiveness, while adopting environmental policy, corrective examination, and administrative review to improve its ability to bear risk.
